3.10.1 Optional equipment. Optional equipment shall
specified and fully described (see 7.1). The equipment provided shall be
functional without requiring modification of the equipment or press.
3.12 Reference documents.
Unless other wise specified (see 7.1), the
documents referenced in his commercial item description shall be the issues
in effect on the date of issuance of the invitation for bids or requests for
proposal. These documents form a part of this commercial item description to
the extent specified. In the event of a conflict between this document and a
document referenced herein, this document shall take preference.
3.13 General requirements.
3.13.1 Metric products. Products manufactured to metric dimensions will be
considered on an equal basis with those manufactured using inch-pound units,
provided they fall within specified tolerances using conversion tables
contained in the latest revision of FED-STD-376, and all other requirements of
this commercial item description are met. If a product is manufactured to
metric dimensions and those dimensions exceed the tolerances specified in the
inch-pound units, a request shall be made to the contracting officer to
determine if the product is acceptable. The contracting officer has the option
of accepting or rejecting the product.
3.13.2 Safety and health requirements. All parts, components, mechanisms,
and assemblies furnished on the press, whether or not specifically required
herein, shall conform with all requirements of OSHA 29 CFR 1910 and ANSI
B11.2. If a conflict arises between OSHA 29 CFR 1910 and ANSI B11.2, OSHA 29
CFR 1910 shall apply. Additional safety and health requirements shall be as
specified (see 7.1).
3.13.3 Environmental protection. During the manufacture of the press,
materials hazardous to th e ecological system as prohibited by Federal, state,
or local statutes in effect on the date of the contract shall not be used.
3.13.4 Interchangeability. All parts having the same manufacturer's part
number shall be functionally and dimensionally interchangeable. All parts
shall be manufactured to such standards as will permit replacement or
adjustment without modification of parts or press.
3.13.5 Threads. All threaded parts used on the press and its related
attachments and accesories shall conform to FED-STD-H28 and the applicable
"Detailed Standard" section referenced therein.
3.13.6 Operating and maintenance instructions. Operating and maintenance
instructions shall be provided with each machine furnished. The instructions
shall include directions and information necessary for the safe operation and
maintenance of the machine and a list of replacement parts with part numbers.
The instructions shall be written in the English language.
